MakeiPhoneRingtone is a free application that allows you to drag & drop AAC files into the application. It adds them to the iPhone Ringtones tab in iTunes, so the next time you sync your iPhone the new ringtones will be there.
NOTE: This version works with iTunes 7.5 and iPhone update 1.1.2
