Se queres avaliar a condição do teu router, terás de fazer testes internos.
Repara, já te tinha escrito isto antes:
1) Ligas-te por Wifi (na zona onde habitualmente costumas jogar), abres o CMD e escreves o seguinte:
ping -n 10 -l 8000 IP_DO_ROUTER
Nota: Se não sabes o IP do router, podes escrever o comando ipconfig e verificar qual o gateway que está atribuido. Esse é o IP do router.
2) Desligas o Wifi e ligas-te via ethernet (cabo de rede) e fazes o mesmo procedimento.
Depois colocas aqui os resultados.

Como podes ver agora esta normal, porque isto é instavel mas ta sempre a ter picos
