    ETWS is a kind of public warning system (PWS) to notify all the UEs in a specific area of emergency situation like Earthquake or Tsunami.

    Currently one of the best notification solutions is ETWS for mobile users who are receiving pop-up messages on their phones’ screens.

    Unique vibration for CB messages, Text-to-speech support Android for CB messages and maximum speed of dissemination (all citizens in 4-9 seconds).

    Simultenous reception, will people in disaster area receive the alert message on the same moment.

    For Cell Broadcast messages a Government can set up different channels for different types of alerts and a citizen can determine to subscribe to receive these alerts.

    The cell broadcast service is mainly used to notify the subscribers about the disasters in GSM, WCDMA, LTE and 5G.

    Following radio channels are used for broadcasting:

    CBCH: Cell Broadcast Channel in GSM.
    CTCH: Common Traffic Channel in WCDMA.

    In LTE, the subscribers are notified with system information messages:

    1 – Paging : ETWS Indication.

    2 – SIB 10 : Primary Notification.

    3 – SIB 11 : Second Notification.

    The U.K. is developing a ‘cell broadcast’ system that would allow it to deliver alerts targeted to certain locations, in an attempt to control the spread of the coronavirus (cell broadcast)

    The U.K. is developing a ‘cell broadcast’ system that would allow it to deliver alerts targeted to certain locations, in an attempt to control the spread of the coronavirus, according to people familiar with the matter.

    A basic text message telling people to “stay at home” and linking to more information was sent to nearly every phone in the country in March, after Prime Minister Boris Johnson declared a national lockdown to halt the spread of Covid-19.

    The message couldn’t be sent out simultaneously and took most of the day to reach everybody. Government officials are now working with mobile network operators to develop a system that can quickly alert people in certain locations, according to the people, who asked not to be identified speaking publicly about private plans.

    The Department for Digital, Culture, Media and Sport did not immediately respond to requests for comment.

    The new approach comes after the U.K. ditched plans to develop its own contract tracing app in favor of implementing a version based on technology from Apple Inc. and Google.

    The text system would rely on “cell broadcast,” a separate technology to text messaging with its own broadcast channel able to function even when the main network is congested, according to the mobile industry lobbying group, the GSMA.

    The British Environment Agency tested the method in 2019 using BT Group Plc’s network as a potential way of alerting people about flooding. Countries including South Korea rolled out similar mobile phone alerts during the early stages of the pandemic.

    The new approach could help health authorities get out messages about localized lockdowns, which have already happened in cities like Leicester where virus cases are deemed to be rising too quickly. Technical details are still under discussion and software is being procured, the people said.​

    Hurtigere mobilvarsling til borgere ved kriser


    Danske borgere vil fremover blive advaret hurtigere via mobilen, hvis der er kriser såsom kemikalieudslip, brand eller terrorhandlinger i deres lokalområde.

    Danske myndigheder kan i dag orientere borgere via sms. Der er dog store begrænsninger, da der kun kan udsendes sms’er til mindre grupper af borgere på samme tid. Derfor bruger myndighederne ikke sms, når der skal varsles om akutte kriser. Regeringen fremsætter derfor nu lovforslag, der skal sikre, at borgere langt hurtigere og mere effektivt kan modtage mobilvarsling ved akutte kriser.

    ”Tid er afgørende i krisesituationer. Uanset om der er tale om brand, terror eller andre alvorlige situationer, hvor myndighedernes anvisninger er af enorm vigtighed. Derfor indfører vi nu det hurtige varslingssystem, hvor mange borgere i et afgrænset område kan advares hurtigt og samtidigt. Det styrker sikkerheden og trygheden,” siger forsvarsminister Trine Bramsen.

    Det nye varslingssystem er et supplement til det nuværende sirenevarslingssystem. Har man ingen mobil, vil man stadig blive varslet. Alle kan være trygge ved de nuværende varslinger, men med mobilbaseret varsling vil mange vil få bedre mulighed for at modtage advarsler fra myndighederne. Endvidere vil det være muligt at advare mere lokalt end i dag, da du kan varsle mobilbrugere i et specifikt geografik område.

    Der arbejdes på et system baseret på ”cell broadcast”-teknologi. Det er en teknologi, der er ny i Danmark og giver mulighed for at udsende beskeder til alle mobiltelefoner, der er tændte og befinder sig indenfor en telemasts dækningsområde. Telefonen behøver ikke at have et SIM-kort i eller at have adgang til internettet for at modtage cell broadcast-beskeder. Telefonen skal bare være tændt og indstillet til at modtage cell broadcast-beskeder.

    Hverken staten eller mobiloperatørerne registrerer oplysninger om dig eller din mobiltelefon, når du modtager en cell broadcast-besked

    Lovforslaget kommer på baggrund af, at EU har pålagt medlemslandene at indføre mobilbaserede varslingssystemer. Lovforslaget sendes i høring fra start august og fire uger frem.

    Det mobilbaserede varslingssystem skal senest være klar i juni 2022.​

    O cell broadcast é muito eficiente e rápido e tal mas se for abusado para tudo e mais alguma coisa como na Roménia, o pessoal vai começar a desligar os alertas, incluindo eu.

    A altice da Portugal | MEO, deve estar a usar o “Simple Cell Broadcast” no qual permite o envio de mensagens para as BTS Huawei sem a necessidade de utilizar um CBC conectado aos BSCs Huawei.

    Hong Kong implements cell broadcast alert system

    The Hong Kong government launched an emergency alert system (EAS) allowing it to send real-time messages to mobile subscribers during situations including extreme weather conditions or major public safety incidents.

    In a statement, the Office of the Communications Authority (OFCA) said government departments can disseminate messages using the system to advise people to take contingency measures.

    Messages can be classified as either emergency or extreme emergency depending on the severity of the incident.

    OFCA said handset suppliers are gradually releasing updates of firmware or operating systems for various models to support the EAS, which uses cell broadcast technology.

    A government representative recommended users download and install updates when available.

    The agency noted subscribers will not be charged for receiving EAS messages and no personal data will be shared.

    It added other channels including radio, TV and social media will continue to be used to send important information to the public, alongside the new EAS system.
