Se são so essas as duas hipoteses entao escolhes a primeira para que o negocio fique sem efeito.

Tendo em conta a forma como isso está o mais natural é que seja o e-bay a ter de lhe fazer esse refund, de qualquer das maneiras em vez de fazeres essa pergunta aqui se calhar tinhas melhores informações se mandasses um e-mail para o centro de aconselhamento deles

De qualquer das maneiras ja tinhas feito essa pergunta noutra thread pelo que eu vou fechar esta.
