The problem is the Vulkan redistributable that comes always with the latest version in each new AMD driver package. You have to install the version 1.0.26.0 from an older package, e.g 16.12.1. The new version 1.0.37.0 that comes with 17.2.1 brakes DOOM with VULKAN.
  • uninstall all Vulkan redistributable that is currently installed on your OS. "Vulkan run time Libraries..." (WIN+R -> "control appwiz.cpl,,0")
  • download https://www2.ati.com/drivers/win10-64bit-radeon-software-crimson-relive-16.12.1-dec7.exe
  • start the installation and wait until the package is deflated. Then exit the AMD installer window
  • go to "C:\AMD\Win10-64Bit-Radeon-Software-Crimson-ReLive-16.12.1-Dec7\Packages\Apps\VulkanRT64\VulkanRT" and execute VulkanRT.exe
This installs the old Vulcan 1.0.26.0 and you should be able to run DOOM again.
