Veja o erro, ao tentar abrir as páginas do nagios:

Veja os alias, que criei no httpd.conf
ScriptAlias /nagios/cgi-bin/ /usr/local/nagios/sbin/

AllowOverride AuthConfig
Options ExecCGI
Order allow,deny
Allow from all
</Directory>
Alias /nagios /usr/local/nagios/share/

Pela mensagem de erro, é permissão de algum arquivo.
